Ever wanted to lead and manage a group of multidisciplinary engineers? Would you like to get the most out of your IEEE membership? The Washington Section proudly hosts the 2025 IEEE Leadership Training, in partnership with the Northern Virginia and Baltimore Sections. The purpose of this training is to familiarize volunteer leaders with the structure of IEEE and have them gain insight into IEEE systems and tools. We strongly encourage all current IEEE section and chapter officers to attend the training, learn new skills, and make new contacts to help improve their organizational units (i.e., chapters and sections). In addition, any IEEE members interested in gaining direct leadership and volunteer experience in a friendly IEEE atmosphere are welcome to attend. Abstract: Almost all traffic on the Internet today is sent by Congestion Control Algorithms, which aim to maximize utilization of available bandwidth on an Internet link while simultaneously sharing this bandwidth equally with competing traffic. With the rise of heterogeneous congestion control algorithms and increasingly complex application control loops (e.g. adaptive bitrate algorithms found in video streaming), the Internet community has expressed growing concern that network bandwidth allocations are unfairly skewed, and that some Internet services are ‘winners’ at the expense of ‘losing’ services when competing over shared bottleneck links. In this paper, we provide the first study of fairness between live, end-to-end services with distinct workloads. Put simply, if you and your roommate are watching Netflix and YouTube on a bandwidth-constrained Internet link, would you end up streaming your video at the lowest resolution while your roommate enjoys a high quality 4K stream, or would the outcome be fairer? Among our findings, we observe that services typically achieve less-than-fair outcomes: on average, the ‘losing’ service achieves only 72% of its max-min fair share of link bandwidth. We also find that some services are significantly more contentious than others: for example, one popular file distribution service causes competing applications to obtain as low as 16% of their max-min fair share of bandwidth when competing in a moderately-constrained setting. Special Presentation by Dr. Mahdi Boloursaz Mashhadi (U. of Surrey, UK) Hosted by the Future Networks Artificial Intelligence & Machine Learning (AIML) Working Group Date/Time: Thursday, 20 February 2025 @ 12:00 UTC Topic: Goal-Oriented Generative Semantic Communications with Multimodal LLMs Abstract: The integration of Generative Artificial Intelligence (GenAI) models with wireless networks provides ample opportunities to develop innovative technologies with transformative potential. One such technologies is Generative Semantic Communications (Gen SemCom), which leverages the capabilities of state-of-the-art GenAI models to develop ultra-low bitrate semantic communication systems aiming to transmit only the semantic message of interest with high fidelity. GenAI models such as Diffusion, Flow-based, and GAN models, can learn the general distribution of natural signals through training and generate new samples at the inference time. This generative process can be guided or conditioned to synthesize outputs with a desired semantic content. In Gen SemCom, the semantics of interest are extracted at the transmitter, communicated over the channel, and then used at the receiver to guide a generative model to locally synthesize a semantically consistent signal. The emerging generative foundation AI models and Multi-modal Large Language Models (MLLMs) can be leveraged in the SemCom framework to convey the most important semantics of the source signal to the receiver through textual prompts in a super compact form. These models possess a vast general knowledge through intensive pre-training on huge amount of data. This alleviates the need for a shared knowledge base/graph between the semantic transmitter and receiver, obviating the need for corresponding knowledge sharing overheads imposed in current SemCom frameworks. Despite the above benefits, deployment of such large models in the SemCom framework is challenging due to their high computational complexity, energy consumption, and latency. This talk focuses on novel generative approaches to semantic communications, the fundamental bounds on Gen SemCom, and its emerging applications in wireless networks. It investigates the challenges and opportunities of deploying Gen SemCom at various layers in future wireless networks and provides the corresponding future research directions. In this hands-on session, students will explore cloud-based systems and integrate advanced AI tools, including generative AI, to develop and control robotic applications using the quadruped Mini Pupper (robot dog). Blending theory with practical experience, participants will learn to manage robotic operations from design to deployment, leveraging AWS cloud services, Python programming, the Robot Operating System (ROS), and AI technologies. During the workshop, students will program the robot to follow a line and perform dance routines synced to music of their choice. The event promises to be a fun, engaging experience, designed to spark interest in robotic programming. Participants will also have the chance to apply their newly acquired skills in a Mini Pupper competition at the IEEE SAC 2025. Seats are limited, so register as soon as possible!
